        <description>Because of my experience dealing with and upgrading the database used by the CDOT Bicycle Parking Program, I wrote a white paper to educate other agencies and to help them avoid the same data management issues. The white paper will also better prepare agencies for future expansions of their programs, and therefore their data. The paper was not part of this project's proposal. I started writing it in 2008, before I started this project.</description>
